Prohibits carriers, Medicaid and School Employees’ Health Benefits Commission to deny coverage of a nonopioid in favor of an opioid drug or to require person to try and opioid prior to approving the nonopioid. Formulary will not disadvantage or discourage nonopioid with respect to coverage or cost-sharing, relative to any opioid.
